The Russian mob stated claim to that so it's their turf nothing you can do about it.

One the map is to small also what about leaders claim areas from a certain entity or something

First off the map isn't to small for right now it's fine second off certin entity the hell does that mean?

I forgot to click it and maybe a pole or flag or something that people have to capture for a certain set time than the person claims that area

How to claim a area is still being worked out however I do know you can only claim territory in tradeing prestige to go into anther gangs area if space is avaliable and which can spark a war which can make you own the whole terriatory by pushing the original owners or outsiders out
